1. Job Description

  • Coordinating the development of long-term master plans for water systems.
  • Coordinating the development of water investment programs in collaboration with Counties and Water Service Providers.
  • Overseeing the development, implementation and review of policies, strategies, procedures, frameworks, plans, programs, legislations, standards, and regulations on water works development.
  • Conducting appraisals and feasibility studies for new projects, expansions, and upgrades.
  • Coordinating the preparation of conceptual, preliminary, and detailed designs for water supply infrastructure.
  • Coordinating the preparation and reviewing of tender documents – drawings, specifications, cost estimates, draft conditions of contract and Bills of Quantities.
  • Providing technical support during procurement and contractor selection and report on all matters relating to civil and structural quality control during procurement, design, construction and commissioning of water and sanitation infrastructure.
  • Ensuring effective stakeholder engagement during project conceptualization.
  • Ensuring approval of requisite permits by relevant authorities.
  • Providing technical leadership and guidance on matters pertaining to design of water and sanitation infrastructure.
  • Enforcing compliance with all relevant Acts including Water Act, National Construction Act, Environmental Act, Health and Safety Act, Engineers Act.
  • Reporting on all matters relating to civil and structural quality control during procurement, design, construction and commissioning of water infrastructure.
  • Formulating civil and structural design standards and construction methodology.
  • Overseeing the review of the study and implementation of Resettlement Action Plan (RAP), Vulnerable and Marginalized Groups Frameworks (VMGF), Environmental and Social Management Framework (ESMF).
  • Spearheading the preparation of water infrastructure investment plan.
  • Supervising design consultancy to ensure that their design conform to agency’s standards.
  • Custodian of water infrastructure information including investment plan and design.
  • Maintaining operational linkages with other department/sections of the Agency.
  • Managing human, financial and material resources assigned to the division.
  • Preparing and recommending for approval Approve the Division’s Work plan and budget.
  • Planning and holding stakeholder Consultations.
  • Ensuring dissemination and acceptability of project designs.
  • Coordinating the management of design and monitors design methodologies to ensure adherence to quality.
  • Overseeing achievement of the division performance targets.
  • Overseeing the development and maintenance of the Agency’s GIS database.
  • Coordinating and approval of contracted survey, mapping and GIS services.
  • Ensuring environmental issues are integrated into design.
  • Overseeing the preparation of tender documents.
  • Managing risks within the division.
  • Ensuring ISO standards (QMS EMS. ISMS) are understood internalized and implemented by staff in the division.
  • Recommending for approval to chief technical approval of technical and civil, structural engineering information to be shared with contractors and sub-contractors to ensure projects comply with all engineering standards codes specification, design instructions.
  • Supervising and approving design consults output and milestones achieved.
  • Chairing design interface meetings with consultants and contractors.
  • Ensuring proper management and development of staff of the division.
  • Preparing procurement plans.
  • Preparing directorate budget and work-plan.
  • Ensuring the implementation of the Strategic Plan and achievement of the corporate
    work-plan.
  • Ensuring efficient supervision and optimal utilization of the staff within the Directorate.
  • Coordinating the Resource Mobilization Division on development of bankable proposals.

2. Personal Specifications

For appointment to this level an officer must have:

  • Cumulative service period of fifteen (15) years’ work experience, three (3) years of which should have been at the grade of an Assistant Director, Water Works Infrastructure Planning and Design or in a comparable position.
  • Bachelor’s Degree in any of the following disciplines: Civil Engineering, Water Engineering, Structural Engineering or equivalent qualification from a recognized Institution.
  • Master’s Degree in any of the following disciplines: – Civil, Water Engineering, Structural Engineering or equivalent qualification from a recognized Institution.
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution.
  • Registered professional Engineer with Engineers Board of Kenya and in good standing.
  • Proficiency in computer applications.
  • Demonstrated outstanding managerial and professional competence as reflected in work
    performance and results.

Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia.
