1. Job Description
Duties and responsibilities at this level will entail:
- Developing, implementing and reviewing of policies, strategies, standards and guidelines on water works environmental management.
- Spearheading environmental and socio-economic impact assessments for development of projects and compliance with NEMA and donor requirement.
- Liaising with national environmental management agencies (NEMA) and other government agencies and stakeholders on environmental management issues.
- Development and implementation of environmental management plans (EMP) and resettlement action plans (RAP) for projects development.
- Ensuring safeguard standards are adhered to including environment, social, economic, resettlement, health and safety requirements.
- Spearheading assessment of sites under the LVNWWDA jurisdiction to monitor progress of environmental improvement programmes and ensure compliance with stipulated regulations.
- Preparing scoping plans for projects resettlement action plans.
- Liaising with relevant stakeholders on resource mobilization in support of community development programmes.
- Undertaking valuation of area of interest for construction of water and sanitation works for compensation purposes.
- Negotiating with registered owners, government bodies and county governments on land acquisition for development of water and sanitation projects.
- Providing advisory on matters relating to environmental issues, regulations and other stakeholders’ interests.
- Overseeing inspection of title deeds to establish legal owners of plots affected by water and sanitation projects for compensation and resettlement.
- Ensuring effluents from sewers treatment plans are in compliance with standards stipulated in water regulations.
- Carrying out annual audits for projects (water and sewerage) within the agency to ensure compliance with NEMA.
- Ensuring environmental impact mitigation measures are addressed during project implementation.
- Ensure water security, environment conservation and climate change financing.
- Designing sensitization programmes for communities and affected persons on environmental sustainability.
- Capacity building on environmental management and projects for LVNWWDA in compliance with relevant statutes.
- Ensuring compliance with occupational health and safety act and other government regulations.
- Prepare procurement plans for the Directorate.
- Prepare directorate budget and work-plan.
- Ensure implementation of the Strategic Plan and achievement of the corporate work-plan.
- Ensure efficient supervision and optimal utilization of the staff within the Directorate.
- Coordinate with the Resource Mobilization Division on development of bankable proposals.
2. Personal Specifications
For appointment to this level an officer must have:
- Cumulative service period of fifteen (15) years’ work experience three (3) of which must have been in the Grade of Assistant Director, Environment and Social Safeguards or in a comparable position.
- Bachelor’s Degree in any of the following disciplines: Environmental Studies, Physical or Biological Sciences, Natural Resources Management, Community Development, Sociology, Development Studies, or related field from a recognized institution.
- Master’s Degree in any of the following disciplines: Environmental Studies, Physical or Biological Sciences, Natural Resources Management, Community Development, Sociology, Development Studies or related field from a recognized institution.
- Membership to a relevant professional body and in good standing where applicable.
- A valid practicing certificate where applicable.
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution.
- Proficiency in computer applications.
- Demonstrated outstanding managerial and professional competence as reflected in work performance and results.
Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia.
