1. Job Description

Duties and responsibilities shall entail:

  • Develop and implement strategies for resource mobilization aligned with the organization goals and priorities.
  • Develop and maintain database of all partners, collaborators, donors and other key stakeholders.
  • Partnership development; Identify strategic partnership with other institutions and stakeholders.
  • Proposals and grant writing management.
  • Carry out project appraisals and capital budgeting.
  • Analyse the existing and new financial models.
  • Participate in preparation of budget proposals and cash flow projections.
  • Identify alternative funding models for programmes.
  • Preparation of the projected revenue reports and submission to relevant institutions.
  • Maintain accurate and complete resource mobilization records of the Agency.
  • Making better use of, and maximizing existing resources, reporting thereof within the existing legal framework.
  • Advise the Agency on all matters related to Strategy & Planning.
  • Coordinate the development of the Agency’s strategic plan and monitor its implementation.
  • Develop and review policies and procedures on planning and quality assurance.
  • Preparation and implementation of the Agency’s Performance Contract.
  • Monitor and evaluate the Agency’s Performance Contract.
  • Undertake studies and research on business re-engineering processes.
  • Coordinate the preparation and implementation of the Agency’s quality management system and environmental management system.
  • Development of the Agency’s annual work plans and monitor implementation.
  • Develop, implement and review the risk management framework of the Agency.
  • Coordinate policy advocacy initiatives.
  • Management of knowledge and information.
  • Prepare procurement plans for the Directorate.
  • Prepare directorate budget and work-plan.
  • Ensure implementation of the Strategic Plan and achievement of the corporate work-plan.
  • Ensure efficient supervision and optimal utilization of the staff within the Directorate.

2. Personal Specifications

For appointment to this level an officer must have:

  • Cumulative service period of fifteen (15) years’ work experience three (3) of which should have been in the grade of Assistant Director Planning/Resource mobilization or in a comparable position.
  • Bachelor’s Degree in Social Sciences or Communications, Marketing, Public Relations, Business Development, Development Studies, International Relations, Public Administration and Business Administration or equivalent qualifications from a recognized institution. Or Bachelors’ degree in any of the following fields: – Economics, Statistics, Economics and Mathematics, Economics and Statistics, Economics and Finance or any other equivalent qualification from a recognized institution.
  • Masters’ degree in any of the following fields: Economics (Policy Management, Multilateral Trading Systems, Econometrics, Public Finance, International Trade and Finance, Statistics, Project Planning and Management, Philosophy in Economics, Public Policy, Economics of Development, Rural Economics) or any other equivalent qualification from a recognized institution OR Master’s Degree in Social Sciences or in Communications, Marketing, Public Relations, Business Development, Development Studies, International Relations, Public Administration and Business Administration or equivalent qualifications from a recognized institution.
  • Membership to a relevant professional body and in good standing where applicable.
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution.
  • A valid practicing certificate where applicable.
  • Proficiency in computer applications.
  • Demonstrated managerial, administrative, and professional competence as reflected in work performance and results.

Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia.
