1. Job Description

Duties and responsibilities at this level will entail:

  • Coordinating the development of long-term master plans for water and sewerage systems;
  • Overseeing the review of tender documents – drawings, specifications, cost estimates, draft
    conditions of contract and Bills of Quantities.
  • Providing technical support during procurement and contractor selection;
  • Coordinating the development, operation, management and maintenance of water and sanitation infrastructure in liaison with stakeholders.
  • Coordinating the review and updating designs to conform with construction requirements.
  • Managing water and sanitation contracts for effective delivery of projects.
  • Ensuring effective stakeholder engagement during project implementation.
  • Monitoring Projects implementation.
  • Overseeing the preparation and updating water and sanitation services infrastructure inventory.
  • Facilitating handover of completed works to Water Service Providers (WSPs) or county governments.
  • Coordinating the development and implementation of social, environment, health and safety policies.
  • Preparing procurement plans.
  • Preparing directorate budget and work-plan.
  • Ensuring implementation of the Strategic Plan and achievement of the corporate workplan.
  • Ensuring efficient supervision and optimal utilization of the staff within the Directorate.
  • Coordinating with the Resource Mobilization Division on development of bankable proposals.

2. Person Specifications

For appointment to this level an officer must have:

  • Cumulative service period of fifteen (15) years’ work experience three (3) years of which should have been at the grade of a Deputy Director, Infrastructure Development or in a comparable position.
  • Bachelor’s Degree in any of the following disciplines: Civil Engineering, Water Engineering, Structural Engineering or equivalent qualification from a recognized Institution.
  • Master’s Degree in any of the following disciplines: – Civil/Water Engineering, Structural Engineering or equivalent qualification from a recognized Institution.
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution.
  • Registered professional Engineer with Engineers Board of Kenya and in good standing.
  • Proficiency in computer applications.
  • Demonstrated outstanding managerial and professional competence as reflected in work
    performance and result.

Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia. In line with the need to realize our mandate, the Agency seeks to recruit competent, result oriented, visionary and experienced professionals to fill the following vacant position.
