  • Monitoring expenditures of activities based on approved budgets on a periodic basis.
  • Preparing bank reconciliation statements.
  • Ensuring safe custody of LVNWWDA’s financial records and assets.
  • Managing LVNWWDA cash flows.
  • Ensuring security of cheques and cheque books and other accountable documents.
  • Preparing annual budgets and provide technical support to functional areas during the budget making process by providing reliable up to date financial information.
  • Ensuring budgets are submitted to the National Treasury or any other approved body within the prevailing timelines.
  • Preparing draft annual and quarterly financial statements and accompanying schedules in accordance with PFM Act and IPSAS Managing the commitments and expenditures within available budgetary provisions.
  • Analyzing the posting of transactions in the ERP system and for accuracy and completeness.
  • Verifying and validating general ledger entries before posting to ensure accuracy of financial data.
  • Verifying the payroll, payment cheques, EFTs and bank transfers, Local Purchase orders,
    Sales and Purchase invoices and staff imprests to ensure that they are accurate and within budget.
  • Facilitating timely payments to suppliers, contractors, employees and other service providers through checking of payment vouchers, LPOs and imprests.
  • Preparing monthly reconciliation of budget line items in ERP accounting system and review general ledger reconciliations.
  • Maintaining and updating the asset register.
  • Ensuring disposed assets are properly accounted for.
  • Maintaining and updating data in the Government Investment Management System (GIMIS) or any other system approved by the government from time to time.
  • Preparing monthly and quarterly expenditure and variance analysis reports.
  • Maintaining records for debtors and generate regular reports to assist management in prompt collection of accounts receivable.
  • Maintaining the fixed assets register as per statutory regulations.
  • Prepare procurement plans for the Directorate.
  • Prepare directorate budget and work-plan.
  • Ensure implementation of the Strategic Plan and achievement of the corporate work-plan.
  • Ensure efficient supervision and optimal utilization of the staff within the Directorate.

2. Personal Specifications

For appointment to this grade an officer must have:

  • Cumulative service period of nine (9) years relevant work experience three (3) of which should have been in the grade of Senior Finance/Accounts Officer or in a comparable position.
  • Bachelor’s degree in any of the following disciplines: Commerce, Accounting, Finance, Economics or a related qualification from a recognized and accredited institution.
  • Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body and in good standing.
  • Part III Certified Public Accountant (CPA – K) by Kenya Accountants and Secretaries Examination Board (KASNEB) or equivalent qualification from an accredited examination body.
  • Certificate in Management Course lasting not less than four (4) weeks from a recognized and accredited institution.
  • Proficiency in computer applications.
  • Shown merit and ability as reflected in work performance and results.

Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia.
