1. Job Description

Duties and responsibilities at this level will entail:

  • Preparing payment vouchers and imprests to ensure authenticity of expenditure.
  • Verifying imprest memos, imprest warrants and imprest surrenders in accordance with the laid down financial procedures, policies, and regulations.
  • Verifying Bank Transfers, Investments and ensuring timely processing.
  • Ensuring all expenses are charged to the right ledger accounts during verification.
  • Preparing and issuing receipts for monies received from student payments processing and banking and reviewing daily reconciliations of student payments.
  • Preparing banking reconciliation to identify differences between the bank balance and the cash book balance in order to process necessary adjustments and corrections.
  • Verifying posting of payments and receipts in the cashbook for accuracy.
  • Providing safe custody of payment vouchers and approved journal and keeping safe custody of all accountable documents.
  • Preparing and updating creditor, debtors, and general ledgers.
  • Ensuring statutory deductions are remitted on time.
  • Maintaining and updating LVNWWDA Cash Book.
  • Participating in the budget making process and during revision of the same as per work plan.
  • Preparing monthly, quarterly, and annual management reports.
  • Computing and filing of statutory returns and deductions to comply with various government requirements.
  • Posting of payment, journals and receipt vouchers in the Enterprise Resource Planning system on daily basis to ensure ledgers are reflecting the true financial position.

2. Person Descriptions

For appointment to this grade an officer must have:

  • Cumulative service period of six (6) years relevant work experience three (3) of which should have been in the grade of Finance/Accounts Officer I or in a comparable position.
  • Bachelor’s degree in any of the following disciplines: Commerce, Accounting, Finance, Economics or a related qualification from a recognized and accredited institution.
  • Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body and in good standing.
  • Part II Certified Public Accountant by Kenya Accountant and Secretaries Examination Board (KASNEB) or equivalent qualification from an accredited examination body.
  • Proficiency in computer applications.
  • Shown merit and ability as reflected in work performance and results.

Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the 9 Water Works Development Agencies established under the Water Act 2016, as part of the reforms in the water sector through a gazette notice no. 28 dated 26th April, 2019 in compliance with the Constitution of Kenya 2010.The Agency is mandated by the Act to carry out water and sanitation works in the following counties: Vihiga, Kakamega, Nandi, Bungoma, Trans-Nzoia and Busia. Lake Victoria North Water Works Development Agency (LVNWWDA) serves six counties in the Western and part of North Rift regions of Kenya with an estimated population of about 6.5 million people.

The Counties include:
